Taïwan, une île dans les mers du Sud. Aussi bien pour la Chine que pour le Japon, qui a gouverné Taïwan pendant cinquante ans, cette île chaude et humide, a toujours constitué la partie la plus méridionale de leur territoire. Mais aujourd'hui dans les années 90, comment situer Taïwan ? Kao a pris un petit tortillard pour aller à Ping Chi, petit bourg où il doit retrouver son ami Hsi pour l'aider pendant dix jours à organiser une salle de jeu. Il est accompagné de son acolyte, "Crâne d'obus", et de la petite amie de celui-ci, Pretzel, qui travaille à mi-temps dans une boîte de nuit. La petite amie de Kao, Ying, est hôtesse dans la boîte où travaille Pretzel. Elle n'aime pas beaucoup les gens qui tournent autour de Kao, les trouvant dangereux. Avec son ami Hsi, Kao a économisé de l'argent pour ouvrir une boîte de nuit à Shanghaï. Ying préférerait qu'il reste à Taïwan pour y ouvrir un restaurant au lieu d'aller à Shanghaï.
Taiwan, an island in the South Seas. For both mainland China and Japan that ruled the island for 50 years, Taiwan is the south, hot and humid. But today, in the 90s, what shape does Taiwan find itself in ? Kao is riding the minitrain to Ping Chi to set up a 10-day gambling den with his friend Hsi. Kao is taking Flat Head, his acolyte, and Pretzel, Flat Head's girlfriend, who works part time in a nightclub. Kao's girlfriend Ying, who works in the same nightclub as Pretzel, doesn't like the people around Kao, finding them dangerous. But Kao has already made a deal with Hsi to invest in a nightclub in Shanghai. Ying doesn't want him to go. She wants him to stay in Taiwan to open a restaurant.
